Sir,

I am directed by Secretary Sir E. Grey to transmit

to you herewith to be laid before the Board of Trade a

copy of a letter from the Imperial Merchant Service Guild

advocating the establishment in the interests of naviga-

tion, of a light in the vicinity of the Paracels Reef,

China Sea.

A letter from the Colonial Office dis-

cussing the question of the ownership of the reef is also

enclosed.

Sir E. Grey would be glad to be furnished with the

opinion of the Board as to the necessity for the proposed

light, and, if it is required, as to what authority

should be responsible for its provision.
